Andrew Phillips is a solicitor, liberal-democrat life peer, founder and president of Citizenship Foundation. He is a former friend and lawyer of Young Foundation founder, Michael Young.

Lord Phillips founded the law firm Bates, Wells and Braithwaite and was awarded the Luke FitzHerbert Lifetime Achievement Award in 2009.
