The Young Foundation have carried out an evaluation of Operation Black Vote’s Shadowing Scheme for the Electoral Commission.

Evaluation of the Operation Black Vote Shadowing Scheme

We “shadowed” the OBV shadows, attending all relevant events and interviewing both shadows and their MP mentors for their reflections repeatedly throughout the scheme. Shadows also kept diaries of their experiences and were asked to fill in feedback surveys at relevant stages. The final evaluation of the scheme will be published by the Electoral Commission in early 2007.

Aims of the Shadowing Scheme:

  • To improve the political representation of African, Asian, Caribbean and other ethnic minorities in local and national politics
  • To give politicians the opportunity to work with and gain greater insight into the experiences of BME communities
  • To increase electoral registration levels in the ambassador’s home communities
  • To send a positive message to minority communities that mainstream parties are taking the question of under-representation seriously

How it works

Successful participants shadow an MP or Peer from one of the three main political parties over a six month period for up to twelve non-consecutive days. The scheme is open to all ethnic minority community individuals between the ages of 18-35 who can demonstrate an understanding of the main socio-political issues faced by ethnic minority communities.

Why did shadows get involved?
“I applied because the only alternative to participating in the political process is to accept things as they are. BME communities are particularly disadvantaged and it is unacceptable that this should continue without being challenged. Those of us who are part of the community are best placed to highlight and address these issues.” (Farmida Bi, shadow)
