Transforming Justice - support analysis for Manchester
The Young Foundation has been commissioned by the Association of Greater Manchester Authorities (AGMA) to provide advisory support in the design and implementation of its new âTransforming Justice' pilot programme.
This pilot, which was announced in the recent Ministry of Justice green paper Breaking the cycle: effective punishment, rehabilitation and sentencing of offenders, aims to focus resources in a way that both cuts crime and cuts the cost of the justice system. In particular, it seeks to reinforce a preventative approach that sees fewer people slipping into a life of crime, using a payment by results approach.
Key activities for the study include assessing the costs and savings of better ways of working, and firming up the business case for the change. Implementation of reforms is due to take place later this year.
Our work builds upon expertise both in criminal justice reform (such as the 2010 report Turning the Corner: Beyond incarceration and re-offending) and analyses of investment for social impact, as covered in our recent paper Social Impact Investment: The opportunity and challenge of Social Impact Bonds.
