This paper was submitted to the Labour Party’s National Policy Forum (NPF) Consultation in March 2023.

The Safe and Secure Communities policy commission and its predecessor commissions have consulted on a range of topics since 2020, this year focusing on empowered communities. Constituency and Branch Labour Parties, affiliated trade unions and socialist societies, and third party organisations such as charities, think tanks, businesses and civil society we invited to submit papers.

The NPF will culminate in a meeting to determine Labour’s policy platform, and that platform will contribute towards Labour’s manifesto for the next general election.
